Frances Moore

At CASBS, Frances Moore will be working on expanding and improving a coupled model of the climate-social-energy system that endogenizes the dynamics of climate policy formation. Such a model is challenging because of interacting dynamics across scales (from individual to global) and the highly interdisciplinary nature of the problem, which connects psychology, sociology, political science, economics, engineering and climate science. However, such modeling is essential to understand and plan for our evolving climate system: collective action to limit greenhouse gas emissions via policy change is the most important factor driving the pace of climate change. Moore’s work over the year will expand a prior model, adding dynamics related to energy price volatility and climate extremes, and improve calibration and validation.  

In 2022-23 Moore served as senior economist at the Council of Economic Advisers in the Biden Administration, contributing economic analysis on climate, environment, and clean energy issues. Moore is professor and the Hurlston Presidential Chair in Environmental Science and Policy at the University of California Davis. Moore is interested in understanding the effects of climate change on human and natural systems and evaluating policy to address those effects. Moore’s work sits at the intersection of environmental economics and climate science.
